Home Care For Veterans In Tampa, FL
A Veteran-Operated Agency Serving Those Who Served
What Makes Empower
Different for Veterans

We Speak Your Language
Veterans communicate differently. There’s a directness, a no-nonsense clarity, and an expectation of competence that civilians sometimes misread. Our veteran leadership understands this because they lived it. When a veteran patient says “just tell me what I need to do,” our team doesn’t interpret that as impatience — they recognize it as a soldier’s approach to problem-solving. When a veteran asks tough questions about their prognosis or care plan, we answer directly. We don’t sugarcoat, and we don’t waste time.

We Understand Military-Related Health Conditions
Many of Tampa Bay’s veterans live with health conditions connected to their service: traumatic brain injury, post-traumatic stress, hearing loss, musculoskeletal injuries from decades of physical duty, Agent Orange-related conditions for Vietnam-era veterans, Gulf War illness, and the chronic pain that comes from years of carrying heavy loads, sleeping on the ground, and pushing through injuries. Our clinical team is experienced in caring for patients with these military-connected conditions and understands how they interact with the normal aging process.

We Respect the Transition from Independence to Needing Help
For veterans, asking for help is hard. Military culture builds self-reliance, toughness, and an identity rooted in strength and capability. When aging or illness makes it necessary to accept assistance with bathing, dressing, or walking, many veterans experience a profound sense of loss — not just of physical ability, but of identity. Our team approaches this transition with deep respect. We don’t take over. We support. We preserve autonomy wherever possible. We frame care as a mission — the mission to recover, to stay home, to maintain the life you built — because veterans understand missions.

We Navigate VA
Benefits for You
The VA benefits system is complex, and many veterans don’t realize they qualify for home health care benefits they’ve earned through their service. Our team helps veterans understand their eligibility, coordinates with James A. Haley VA Hospital and the Tampa VA system, and ensures that VA benefits are applied alongside Medicare to maximize coverage. We’ve been through the process many times — we know the forms, the requirements, and the right people to contact.

VA Benefits for
Home Health Care

Medicare as the Primary Payer
Most veterans aged 65+ have Medicare, which covers skilled home health care at no cost when physician-ordered. This is typically the simplest path to receiving home care from Empower. Medicare covers skilled nursing, therapy, social services, and home health aide with no copay or deductible. You do not need to go through the VA system to receive Medicare-covered home health care.

VA Community Care (Mission Act)
Under the VA MISSION Act, eligible veterans may receive care from community providers (like Empower Home Care) when VA services are not available within certain access standards (drive time, wait time). If you receive your primary care through the VA and are referred for home health services, ask your VA provider about community care authorization. Our team can help you understand whether this pathway applies to your situation.

VA Aid & Attendance Benefit
The Aid & Attendance pension benefit provides additional monthly payments to qualifying wartime veterans (or their surviving spouses) who need assistance with daily activities. While this benefit doesn’t directly pay for home health care, it provides financial resources that can help cover private-duty aide services or other care-related expenses. Our medical social workers can help determine if you or your spouse may be eligible and assist with the application process.

TRICARE for Military Retirees
Military retirees under 65 may have TRICARE coverage that includes home health care benefits. TRICARE for Life (for retirees 65+) works alongside Medicare. Our intake team verifies TRICARE benefits alongside Medicare to ensure maximum coverage.

VA Caregiver Support Program
The VA’s Program of Comprehensive Assistance for Family Caregivers provides support, training, and financial assistance to caregivers of eligible post-9/11 veterans. If your family caregiver qualifies for this program, our home health services complement the caregiver’s role by providing the clinical expertise that family caregivers cannot.
