Medicare as the Primary Payer

Most veterans aged 65+ have Medicare, which covers skilled home health care at no cost when physician-ordered. This is typically the simplest path to receiving home care from Empower. Medicare covers skilled nursing, therapy, social services, and home health aide with no copay or deductible. You do not need to go through the VA system to receive Medicare-covered home health care.

VA Community Care (Mission Act)

Under the VA MISSION Act, eligible veterans may receive care from community providers (like Empower Home Care) when VA services are not available within certain access standards (drive time, wait time). If you receive your primary care through the VA and are referred for home health services, ask your VA provider about community care authorization. Personalized Care Plan

VA Aid & Attendance Benefit

The Aid & Attendance pension benefit provides additional monthly payments to qualifying wartime veterans (or their surviving spouses) who need assistance with daily activities.
